First Method For Create New Outlook Mail Address.
Step 1: Go to Outlook.com and sign in your current outlook address, For new user create new outlook account by click Create On link.

Step 3: In this step you can Choose your preferred display language and home time zone and click save like below.

Second Method For Create Multiple Outlook Address
Step 1: After Creating or sign in your primary outlook email account and click gear icon on top right corner in your screen and then click options button.
Step 2: In this step go to Mail > Account > Connected accounts. Like below.
Step 3: After Clicked connected accounts button scroll down your right side main screen and click on Manage or choose a primary alias. Like below.
Step 4: In this step you will need to verify your account by enter last 4 digits of your phone number.To verify that this is your phone number, enter the last 4 digits, and click "Send code" to receive your code.
Step 5: Enter your code that you receive from microsoft.
Step 6: In this Next step you need to click No thanks buttons and then you can get back.
Step 7: In this step you will need to click Add Email button and complete your multiple email account creation process.
Use aliases to add email addresses to your account
An alias is an additional email address for your Microsoft account. It uses the same inbox, contact list, and account settings as the primary alias. You can sign in to your account with any alias�they all use the same password. You can send email from an alias whether you�re using a mail app like Outlook or a device such as a phone.

Note: Some places, like Windows 8 and Xbox 360 will only show your primary alias, but you can sign in with any alias.
